The scope of work includes replacement of capacity-limited segments of the North Utoy Creek Basin Outfall and Trunk Sewers as part of the City’s Second Amended Consent Decree (SACD) compliance initiatives. The project increases the capacity of the sanitary sewer system to convey additional flow resulting from a 2-year, 3-hour design storm event without Sanitary Sewer Overflows (SSO’s), directly addressing regulatory performance requirements established in the First/Second Amended Decree.
The project is being delivered using a design-build method for integrated project execution. Sewer replacement encompasses all pipe and manholes installed in the existing horizontal alignment at existing invert elevations, with strategic deployment of microtunneling technology in designated segments to minimize surface disruption in sensitive areas. Construction materials are specified as ductile iron pipe and precast concrete manholes without substitutions, ensuring long-term structural integrity and system performance.
