This progressive design-build project includes five GMP packages to rapidly address water demands in Bluffton and Beaufort for Beaufort Jasper Water and Sewer Authority (BJWSA). Ruby-Collins completed design, permitting, land acquisition, and construction of 28,500 linear feet of pipeline work, delivering the water transmission system from notice to proceed to operational status in just 18 months.
The Bluffton Parkway construction packages include 19,000 linear feet of 24-inch to 36-inch DIP water transmission main to improve capacity and reliability in the growing Bluffton area, connecting two existing 24-inch water mains. The Beaufort package features installation of a new 20-inch transmission main along Spanish Moss Trail and into downtown Beaufort roadways. Daily coordination with construction partners Jordan Construction and Carroll Enterprises managed trail and roadway closures to minimize community impacts.
The fifth and final GMP package includes construction of the new 1.5 million gallon elevated storage tank, with extended timelines required for property negotiations and permitting through multiple agencies. This phased approach enabled rapid capacity improvements while addressing the complex requirements for the elevated storage component.
As the fifth and final GMP package of the overall program, the North Street & Bluffton Parkway Transmission Main Improvement project faced prolonged delays in the negotiation of property agreements and the permitting process for a new elevated tank. Securing approvals required coordination through multiple agencies, extending the pre-construction timeline before Ruby-Collins could mobilize and begin construction.
