Job Overview

The Project Engineer (PE) is a critical leadership-support role focused on providing technical, administrative, and operational coordination for heavy civil and site development projects – including deep excavations, shoring, underground and elevated structures, storm drainage, grading, and demolition – for external clients and Ruby-Collins’ Plant, Pipeline, and Trenchless divisions.

Serving as the primary bridge between project management, engineering designs, and field execution, the PE ensures that project documentation is precise, materials and subcontractors are seamlessly coordinated, and cost-control measures are strictly maintained to keep projects on schedule and within budget.

Duties & Responsibilities

Technical Analysis & Project Documentation

  • Review project specifications and civil, structural, and geotechnical documents to identify material requirements, prepare submittal packages for shoring, concrete, rebar, storm structures, and earthwork materials, and manage RFIs (Requests for Information) for technical clarity.
  • Convert engineering plans, shop drawings, and approved RFIs into actionable, clear instructions or working sketches for field crews and Superintendents, including excavation and shoring sequences, grading plans, and structure layouts.
  • Maintain organized, up-to-date document management systems, tracking all plan revisions, drawing logs, and field changes.
  • Assist Project Managers in identifying project scope deviations, tracking field changes, and drafting potential change orders.

Cost Control & Procurement Logistics

  • Track and analyze daily project expenses (labor, materials, equipment) utilizing accurate cost coding to assist with budget adherence and financial forecasting.
  • Facilitate vendor and subcontractor invoice reviews, verifying quantities delivered against field measurements and project milestones before routing for approval.
  • Expedite procurement of shoring systems, precast and storm structures, rebar, concrete, and heavy equipment to align with project schedules and minimize operational field downtime.
  • Proactively coordinate subcontractor logistics, ensuring their scope of work aligns with site access, safety standards, and the overall project timeline.

Field Coordination & Communication

  • Conduct daily site visits to assess production progress, verify earthwork quantities, compaction, and quality control benchmarks, and ensure field installations match contract documents.
  • Monitor general site safety conditions, assisting field leadership in ensuring crew members and subcontractors strictly adhere to company safety policies and OSHA standards.
  • Assist in maintaining and updating look-ahead schedules, including coordination of excavation and shoring sequences, erosion control, inspections, and deliveries.
  • Participate in progress meetings with project owners, design engineers, and internal management, providing clear data regarding project status and upcoming operational needs.

Qualifications & Requirements

  • Education & Experience: A Bachelor’s degree in Construction Management, Civil Engineering, or a related technical discipline is preferred. Experience on heavy civil, deep excavation, shoring, or site development projects is highly valued, and equivalent hands-on field experience in project coordination, estimating, or field leadership is equally valued.
  • Technical Acumen: Ability to read, interpret, and cross-reference civil, structural, geotechnical, grading, and storm drainage drawings, specifications, and contract documents.
  • Industry Software: Advanced proficiency in Microsoft Office Suite (especially Excel). Familiarity with construction industry software such as Bluebeam, Primavera P6, AutoCAD, AGTEK, or heavy civil project management systems is highly preferred.
  • Safety Awareness: Proven understanding of construction site safety hazards and a firm commitment to maintaining compliance with OSHA protocols.
  • Professional Attributes: A self-motivated team player with strong organizational skills, capable of managing multiple competing deadlines and maintaining clear, professional communication with clients, engineers, and field personnel.
  • Compliance: Valid driver’s license with a clean driving record (MVR), ability to pass a pre-employment drug screening/physical, authorized to work in the US.
