The Engineering News-Record awarded Ruby-Collins “Best Project” for its role in relocating the Old Alabama Road 48-inch water main. This critical infrastructure adjustment ensured continued water supply to thousands of residents during the construction of a major highway, minimizing service interruptions and supporting regional growth.
Ruby-Collins collaborated with BenchMark Management for this design-build project, which was owned by the City of Atlanta’s Department of Watershed Management. This complex utility relocation involved the transfer of over 5,000 linear feet of 48” ductile iron water main.
The work required us to operate in close proximity to various obstacles, including active roadways, a busy park, and the Chattahoochee River. Navigating these conditions required serious coordination. Of all the on-site obstacles, the Chattahoochee posed the greatest challenge. The river caused water incursion at the bypass, linestop, and tie-in points, requiring the use of divers. It was also responsible for hydraulic incursion issues, which we addressed with grout injection.
Project leaders from Ruby-Collins also identified value engineering opportunities. The most significant cost savings came in the form of a 72” hand-mined tunnel, which took the place of a proposed jack-and-bore section.

Throughout this project, safety remained foremost in Ruby-Collins’ approach. We prioritized safety training sessions covering confined spaces and OSHA 10. Because of our proximity to active roadways, Ruby-Collins contracted a third party to inspect our traffic control measures.
As a result of this commitment to safety, this 38,500-hour project reached completion with zero recordable incidents or lost-time accidents.
